From August 16th to August 19th, Mr. Lou Ruibiao, Chairman of Easybest Group, and his delegation were invited by the Uzbekistan National Reconstruction and Development Fund Management Committee to conduct business negotiations in Uzbekistan.

On the morning of the 16th, Mr. Lou Ruibiao, Chairman of Easybest Group, met with the head of the Uzbekistan National Reconstruction and Development Fund Management Committee in the conference room of the National Bank to discuss in-depth topics such as MTO methanol hydrogen production, wind and solar power green energy, Ferghana refinery upgrading and transformation, financial empowerment, and China’s technology and equipment cooperation

The Fund for Reconstruction and Development of the Republic of Uzbekistan was established in May 2006 by presidential decree and is a financial institution under the Cabinet of Ministers of Uzbekistan. Its founder is the Uzbekistan government (represented by the Ministry of Finance). The highest governing body is the Fund Management Committee, personally led by the Prime Minister, which is one of the most important sovereign wealth funds and national development financing institutions in the country

The core mission of the fund is to promote the modernization and structural reform of the national economy, support national and infrastructure projects, cooperate with international institutions, focus on supporting modernization and technological transformation projects in basic economic fields such as energy, chemical industry, mechanical engineering, non-ferrous metallurgy, and provide advanced technology and preferential loans for key industry enterprises.

On August 18th, the Easybest team flew to Fergana City to inspect the largest Fergana Oil Refinery in Central Asia. They met with the chief engineer and management team of the refinery, and provided detailed introductions on the introduction of Chinese technology and equipment for the upgrading and transformation of the refinery, MTO technology, downstream value-added chemical product production and processing, and addressing the urgent needs of the local market. The two sides basically reached a consensus, and the Ukrainian side also highly recognized our closed-loop solution. Both sides look forward to win-win cooperation!

Fergana Oil Refinery Plant LLC

It was put into operation in 1959 and is located in Fergana, Uzbekistan. It is a core refining enterprise in Central Asia, with an annual processing capacity of about 2 million tons of crude oil and the ability to produce more than 60 types of refined oil products. The equity change will be completed in June 2026, with the Uzbekistan State Asset Management Agency (UZSAMA) as the sole wholly-owned shareholder and returning to state-owned ownership; Previously controlled and operated by Saneg (Sanoat Energetika Guruhi). Its main products include EN590 diesel, aviation kerosene, gasoline, LPG liquefied petroleum gas, road asphalt, base lubricants, etc.

On August 19th, personnel from Easybest Group reached a strategic cooperation agreement with local ASMAN ENERGY, adding bricks and tiles to Easybest’s local partners for the promotion of future projects!!!

On August 19th, the Easybest Group and its delegation also had a meeting with the Chairman and team of Uzkimyosanoat JSC, an Uzbek chemical industry corporation. This meeting discussed cooperation in Central Asia’s fertilizer and chemical raw material procurement, EPC engineering cooperation, and both parties reached a preliminary consensus and agreed to exchange information

Uzkimyosanoat JSC is a national state-owned chemical leader in Uzbekistan, with the only shareholder being the Ministry of Finance of Uzbekistan. Its headquarters are located in Tashkent, and its subsidiaries include the Dehkanabad potassium fertilizer plant, Navoi nitrogen fertilizer plant, Fergana chemical related enterprises, etc. Its main products are the export of potassium fertilizer, urea, and various chemical raw materials.

On the afternoon of August 19th, Easybest Group and its delegation were invited to meet with the head of the National Asset Management Bureau of the Republic of Uzbekistan and the chief engineer and team of the Fergana Refinery. The three parties held talks on the Fergana Refinery MTO project, refinery upgrading and transformation cooperation, downstream chemical product deep processing, energy supply guarantee, green energy carbon sink and other contents.

The National Asset Management Agency of the Republic of Uzbekistan was established in 2017 by presidential decree. It is a national level government agency in Uzbekistan and is directly responsible to the President and the Cabinet. Its core functions include unified management of state-owned assets, exercise of shareholder rights in state-owned enterprises, privatization of state-owned assets, and promotion of corporate governance reform in state-owned enterprises; One of its core tasks is to manage state-owned shares. Under its jurisdiction, it includes multiple national strategic enterprises and assets, such as Uzkimyosanoat JSC.
